Transparency in Coverage (TiC)

The federal rule requiring most health plans and insurers to publicly post their negotiated rates and allowed amounts.

Transparency in Coverage was finalized in 2020 by the Departments of Health and Human Services, Labor and the Treasury. Its machine-readable file requirements took effect for plan years beginning on or after January 1, 2022, with enforcement starting July 1, 2022.

The rule applies to most non-grandfathered group health plans and to issuers in the individual and group markets. Alongside the MRFs, it also requires plans to give members personalized cost-sharing estimates through an online tool.
